In mid-May Mr. Zhvachkin presented a new structure of the regional administration. The changes are the result of the organizational structure changes in the region – industrial management is replaced with project one.
“We’re holding the line adopted four years ago. It’s the next stage. The times demand some changes, and not only in terms of economy but in terms of overall direction vector of the state system organization. There are changes going on “higher-up”, in the government. The shift to the project managing approach is being discussed”, - said Mr. Zhvachkin on the air.
As a vivid example of a difference between industrial and project management methods, he has referred to the situation with the road Kamayevka – Asino – Pervomayskoye that connects east of the region with timber harvesting and milling places.
“This road is like a breath of life for the economic development of Tomsk region as well as Russia. But the thing is: wood is covered by one ministry, roads – by another, finances are handled by the third one. There are five ministries involved into this matter and you don’t know how to get it solved and approved since each of them has its own scope”, - said the head of the region, pointing out that every ministry had its own position on the matter and far from always was it possible to convince all of them at once to implement one or another project.
According to Mr. Zhvachkin, the road reconstruction problem was solved due to the establishment of the regional innovation center “INO Tomsk” that pooled together the efforts of different structures to achieve the common goal.
“Same here: we created a new region managing approach. So that there’s someone responsible not only for a specific road or wood-felling, or a plant, but for the whole stream. And that's what's called program management. We were the first ones in Russia to introduce it and we should be proud of it”, - summarized the head of the region.
