“The idea of the concept provides for further development of the unique entrepreneurial environment and integration of all elements of regional innovative system, – said Oksana Kozlovskaya. – The main purpose: highly professional human resources must be reproduced every year in these conditions, and these people must want to live and work in Tomsk.”
The First Vice-Governor specified that the Ministry for Economic Development of the RF was chosen as the supervisor of the concept implementation. According to the decree, federal ministries and authorities shall take into account the approved concept when taking measures to support education and science as well as to develop transport and social or another infrastructure on the territory of Tomsk region.
“This model is the first one adopted in Russia, – pointed out Oksana Kozlovskaya. – The Concept has been supported with the purpose to try to form a model by the example of Tomsk experience which can be replicated in the regions possessing the potential of innovative development.”
Large projects within the Concept “INOTomsk’ 2020” include the development of the Special Economic Zone “Tomsk”, establishment of a university campus, “New School” project as well as the construction and reconstruction of roads, transport infrastructure (including international airport) and social objects.
“As for the university campus project, we are negotiating with a number of consulting agencies about the preparation of an investment memorandum now, – Oksana Kozlovskaya said. – And we are working together with Tomsk State University and Higher School of Economics on the project “New School.” According to the First Vice-Governor, experts from the World Bank are engaged in the elaboration of a new stage of the regional innovative development strategy for 2012–2016. “Together with them we will try to define what shall be done for the Center of Education, Research and Development being established in Tomsk region to correspond to international requirements,” – explained Oksana Kozlovskaya.
The Concept “INOTomsk’ 2020” will be implemented in two stages: the first – till 2016, the second – till 2020. The key results of its implementation have been defined. They include increase of the level of employed people with higher education up to 45%, more than a triple growth of expenditures for researches and developments in the GRP, the growth in the number of innovative companies up to 950, creation of no less than 25 thousand jobs etc. Other equally important results include an outrunning growth of population’s income compared to the Siberian Federal District, modernization of the social service system, provision of new living standards for all citizens of Tomsk region.
“All components of regional innovative system that exists today in Tomsk region are specified, integrated and filled with new content in the Concept approved by the Government. As a result, by 2020 conditions for high quality education, researches, developments, production of high-tech goods and provision of services in the high-tech sphere must be completely developed in Tomsk,” – emphasized Oksana Kozlovskaya.
