The Governor of Tomsk Region Presents Results of the “INO Tomsk” Concept Implementation to the Extended Collegium of the Ministry of Economic Development and Trade of the Russian Federation

At the collegium of the Russian Ministry of Economic Development and Trade, chaired by the Russian Prime Minister Dmitry Medvedev, the Tomsk region governor Sergey Zhvachkin presented the region experience in implementation of the project method of work with federal authorities, subordinate authorities and large business within the framework of the “INO Tomsk” project.

As explained by the region head, the project work method became possible due to the implementation of the unique for the country regional development project “INO Tomsk” and creation of the task team featuring 12 ministries which is managed by Arkady Dvorkovich, the Deputy Prime Minister of Russia.

According to Sergey Zhvachkin, the current focal point of the federal task team is update of interdepartmental problems hampering execution of projects. The Governor mentioned in his speech that at year-end 2015 the government of Russia charged 21 ministries and departments with tasks.

«To provide examples of the project work method effective implementation at the federal and regional levels, the head of the region told about a range of projects, execution of which became possible only due to the solution of interdepartmental problems within the framework of the “INO Tomsk” project.  One of them is the establishment of the Tomsk National Research Medical Center of the Russian Academy of Sciences on the base of six Tomsk research institutes. Different support tools and mechanisms of the Federal Agency for Scientific Organizations of Russia and six federal ministries were successfully united in framework of the project implementation. “Altogether, at the moment, the “INO Tomsk” project includes 50 tools of federal economic, industrial and innovation policies», - says Mr. Zhvachkin.

Besides, the Governor of Tomsk region reminded about the region’s successful experience in execution of projects with attraction of private investments. For example, Asino timber processing complex – 20 billion rubles have already been invested into its establishment and its total cost is 100 billion rubles. And according to Sergey Zhvachkin,

“INO Tomsk” has brought about into the region many proposals regarding reconstruction of the “Kamayevka-Asino” road that will become a favorable condition for the encouragement of additional investment.

“What we need today is not the work under instructions but a project-oriented work. And the focus of every project should be an interdepartmental task, the solution of which requires coordinated efforts and interaction among ministries” – specified Sergey Zhvachkin, the Governor of Tomsk region, in his speech. It means that appropriation of funds should be conditioned  not only by government programs but also by intended effect.

Summing up, Sergey Zhvachkin recognized the role of the Ministry of Economic Development and Trade of Russia in the implementation of the “INO Tomsk” project and development of the managing approach in work both with the federation and territorial entities  in general. “We’re interested in growth of the Ministry of Economic Development and Trade as a coordinator and site for consistent interdepartmental project-based work. It’s impossible to move on without it” – says the head of the region.

At the Extended collegium of the Russian Ministry of Economic Development and Trade the Minister Alexey Ulyukaev presented the results of the ministry’s work in 2015 and specified the tasks for 2016. Among the other speakers, there were Oleg Belozyorov, the President of JSC Russian Railways, and Kirill Dmitriyev, the CEO of the Russian Direct Investment Fund.
