As reported by news outlet Tomsk in the press office of the Tomsk region administration, the work stream “Implementation of Organizational Changes” is to assign an authorized body for the control over execution of investment projects and create project offices within the competence of the governor’s deputies. As for the “Development of Project Management Statutory and Procedural Framework” work stream, there will be prepared the ground for interdepartmental team building, development of project charters and their inclusion into state-run programs. In order to coordinate efforts of different departments, consolidate information about investment projects and ensure their audits, the third works stream should be “Development of Project Management Information Environment”. The fourth one should be “Development of Project Competencies” with the focus on screening, searching and training of those who will be in charge of it.
“Project activities require uniform rules and approaches but they're currently conducted in different units of the reginal administration. We use 217 task teams and 8 expert boards” – emphasized Andrey Antonov, the vice governor for economy, during the meeting led by the governor Sergey Zhvachkin.
It is planned to fulfill all four roadmap work streams within two years, and taking into account the task complexity, there will be chosen pilots – for the year 2016 they will be appointed by the governor deputies.
“At the end of the implementation we will be able to switch from 90% expenditures for day-to-day errands, functions and procedures to a new working pattern: up to half of timing budget, financial and human resources will be committed to execution of projects and achievement of specific results” – believes the vice governor for economy Andrey Antonov.
In June 2014, the Ministry of Economic Development and Trade of the Russian Federation included Tomsk region as a “pilot” for the project management development and “INO Tomsk” concept mechanism practice. In the last two years there have been conducted 5 federal workshops, more than 90 instructions have been sent to the ministries, and interdepartmental work is being successfully carried out at the Federation level.
The region is on the current federal agenda: while others are just getting to project management, Tomsk region already has a base, first teams – for timber processing complex and investment climate improvement – and political recognition.
